FAMILY CLASS APPLICATION (SPOUSE , OUTLAND APPLICATION) - RESIDING IN CANADA

Hello everyone,
I really appreciate your help in advance.
My wife applied for family class application in India. The application is being processed in New Delhi, India.
But she came to Canada with me on a visitors visa and then also received OWP.
We just received the information letter asking to submit passport, passport size photos and the copy of the letter.
But it also mentioned that She don't have to submit the passport as she is in Canada already and the landing will be done virtually.
Also also it is mentioned that we have to contact New Delhi office through web form and tell them that she is in Canada within the next 5 days of receiving the letter.
We have been sending multiple webform to New Delhi to update the address but nothing has changed. So I have very less hope that they will see the webform we sent.

We are confused what to do now.
Should we still send the package with photos and the copy of this letter (and no passport) to VFS ?

You have done everything correct. Unfortunately Delhi seems slow. Do not send to VFS, unless you want her to travel to India in order to return (I'd say don't do this unless a trip in immediate future already planned).

It's also (alas) normal to not hear back from Webform messages right away and even for weeks/small numbered months.

I'd try calling IRCC in Canada here to check that the address change and virtual landing is in process. Again, Delhi has issues (the spat with expulsions of staff has made things worse, IMO).

They should have info that the passport request was sent out, because that can be presented anywhere in world (outside Canada); even if they do not, you can ask the question and say you wish to do virtual landing, you've updated address before, how do you get it initiated?
