PR Sponorship for son over 22 years of age

Hi all, my mom is looking to sponosor my brother who is a citizen of sweden and holds a swedish passport. my brother was previously married and has 3 children who are in sweden with his ex wife. the relationship has gotten very ugly and he has not family or friends and sweden. His mental health and well being was taking a toll on him so he came for a visit to canada and continues to go back and forth from canada to sweden. my parents and all of our siblings are in canada and he is the only one that is not. because hes always alone even after work he is struggling in sweden.
my mom was thinking og doing a sponsorship for him to come and stay with her in Canada, would you say thats the best option? should he do a humanitarian and compassioante case instead, or should he just apply for PR because he has been coming and going since January 2024. any guidance is appriciated.

He's too old to be sponsored. He will need to qualify for PR on his own through an economic immediate stream like Express Entry. I don't see how H&C going to have any chance of success. He needs to focus on economic immigration.

The fact has has been coming and going since January 2024 doesn't give him a path to PR. He needs to meet the requirements of one of the economic immigration programs, apply, and then have enough points to be selected.
