That’s correct. It represents the average for the last 6 months. The best way to check the processing time for the people ahead of you is by only month. I think it becomes 28.5 for February applicants. For march I think it would be 29 at max or 28.5
 
I already passed 28months and I haven't recieved P1 yet.
So, I think I cannot get ecopr less than 31 months.
Based on IRCC website, the published processing time is the time from start of application until they make the decision so P1, p2, ….are excluded. 28 is the avarage processing time for the last six months not the actual.

When they make a decision not p1 or p2. Before getting ecopr, you cannot say they make a decision.
Yes, the decision is made before p1.they are supposed to make their decision within this processing time. The important thing I’m concerned about is, when will we become permanent residents? Is it as soon as we get the decision, or after eCorp? In my work and study permits, they start as soon as I receive the decision
 
That's why I am saying before ecopr you cannot say you are permanent resident. In all application processing time is when you get the result and here the result time is ecopr issue date nothing else.
I thought the same before. To be honest, I’ve lost my patience.

Did you use O3 because it’s more accurate? If this is correct, it means we are a three months behind schedule, as it requires at least two months after the decision to get eCorp
 
Guess I am the only one applied from Jan, 2023 and still haven't heard anything. I submitted webform asking for linking my account, and they still haven't done anything to link my account and my eligibility is not even started...
