My case is pretty complicated so here's the detail.

My PGWP expired on August 2024 so I applied for LMIA. By the way, this is legit application and I know a lot of u will come after me because there has been enormous LMIA fraud but I am only looking for a genuine advice. I also applied for an extension with LMIA reference number because LMIA took forever to be approved. However, before my LMIA approved my WP extension got rejected because it took so long . A month later, I got my LMIA approval and I applied for restoration of status and a new work permit as per the refusal letter said earlier. Along with that, I applied for visitor record as well, just to be on safe side.

I received my visitor visa approval on May 2025 but today I got work permit refusal saying "Based on your application and accompanying documentation that you have provided, I have carefully considered all information and I am not satisfied that you meet the requirements of the Immigration and Refugee Protection Act and Regulations. Your application as requested is therefore refused.

You are not a person described in Immigration Legislation who can apply for this type of document from within Canada. An application of this type must be made at a Canadian Visa office in another country."

I am so confused right now because I don't understand what led to this and what should have I done otherwise.

I think I can reapply for WP with outside Canada application now but does that mean I will have to leave country for a while come back because flag poling isn't an option anymore.

I am so lost right now, whoever knows anything about this situation because give me suggestions below.......

Citizenship? Do you mean visitor record was approved or TRV? If WP extension was refused then leave Canada and apply outside Canada. IRCC has told you what to do. You cannot apply at POE.

This link says - Visitors to Canada are not eligible to apply for a work permit from inside Canada. I "guess", since your visitor record was approved before LMIA based WP, that may have made you ineligible to apply from inside Canada. But I am not expert

With the next changes as of May 28, OP will need to follow the direction of the letter and leave. Just concerned because OP said applied for TRV and not visitor record so OP may even be out of status.
