Can someone explain to me how the PGP programs work? Like can a PR file for his/her parents or is it only a selected amount of ppl get this opportunity.

Not currently open and will not be open for 2025. Program is always changing to impossible to determine what it may look like in the future. Currently you need to have met a certain level of income for 3 years (1 year in QC) and maintain it for the duration of processing. There is very limited spots with huge demand. Parent sponsorship is not guaranteed especially within a certain timeframe so do not count on it and plan accordingly.
Also just to add it hasn’t opened to new profiles since 2020. Believe there are still almost 100k in the pool. It is lottery based and based on quotas (15-20k per year).
If and when it reopens to new profiles expect hundreds of thousands to submit a profile. Then a lottery where only a few thousand are selected.
Don’t count on being able to sponsor your parents and especially within a specific time frame. You should be making longterm plans for your parents in their home country and be happy if you ever get a chance to sponsor them. Your parents should also be aware that sponsorship may never happen.
