I see on their web it costs $1000? why is that ?

LMIA for PR is free
LMIA for work permit is $1000 on the employer, not you. It is illegal for the employer to channel the cost of LMIA to you

http://www.esdc.gc.ca/eng/jobs/foreign_workers/higher_skilled/permanent/index.shtml

Employers are not eligible to make a job offer to a foreign worker under these immigration programs, if they are:

an embassy;
a high commission or consulate in Canada;
on the list of ineligible employers maintained by CIC;
new and have not been in business for a minimum of 1 year; or
hiring workers for jobs located in the province of Quebec.

What about requirements for a company to issue a LMIA positive job offer for a Work Permit for the candidate to come and work out of Canada. This is not related to PR but just to get someone to come and work out of Canada. Any pointers? Thanks

yes, if don't have financial documents, so better just go ahead with CA attestation letter, and proof then can survive the new worker, pay stubs and expenses , go ahead with high wages and low wages LMIA

I have a same question but little different if there is a person who starts a new business in Calgary, and his friend who already in Canada but in BC on LMIA closed work permit, so is that possible if the person who lives in BC and work before his work permit finished his Calgary friend start a new same business and give him a work and also provide LMIA ? If yes then what is the procedure . If no then what he can do then like how old should be his company to do this etc.

please advise
