Got a POE(port of entry) and I am already in Canada.

I just graduated highschool in Canada and applied for a study permit for uni.
And although I have included my Canadian address in the application they sent me a POE letter which tells me to go to the boarder to get the study permit from an officer.
I initially thought the permit will eventually be mailed to me but it's been two weeks since I got that letter.
Would this be IRCC's mistake? Have any of you experienced this?

It’s a new permit so you have to reenter Canada to initiate it.
