Hi, my mom is a super visa holder which is in Canada. She wants to stay here for 1 year and planning to go back home in Philippines, then will come back to Canada after she stays in the Philippines for 6 months. Does she needs medical again?

No, she will not need medical again.
Yes, she will need Medical insurance to cover her stay and IRCC will ask her upon next entry for medical insurance validity.
