Is there anyone know if it is true that if you’re in a tourist visa right now, you are not eligible to apply as a caregiver under lmia?

If you are in Quebec, you can. Otherwise you can't right now and have to wait for the program to open in January. There are very limited spots available and they go extremely quickly once the program opens.
 
Visitor visas can continue to be converted to work permits. This provision will be in place for another two years.

The Government can change that at anytime . If the unemployment rate suddenly skyrocketed, do you think the Government would risk further anger from the voters , by still letting in foreign nationals to compete for jobs ? On the flip side , this Government is run by morons , so realistically, anything is possible.

What do you think is going to happen, when people on LMIA start getting laid off and can’t find another employer to get them another one, because the unemployment rate has shot thru the roof ?
And because they are on a closed work permit they won’t qualify for EI .
Interest rate hikes don’t affect the economy immediately. Typically takes 6-8 months for them to work thru the system. And with the inflation rate not at the BOC target , there will be more .
Plainly clear some people haven’t been in Canada long enough to know we can have vicious recessions, or global recessions

As already answered no unless you are living and working in Quebec. Although approval not guaranteed in Quebec. If in the rest of Canada have to wait until January and apply online.

I have had this discussion with someone and they brought up the refusal to process ministerial instructions. That is only for LMIA and the live-in program that is now defunct. Why would there be an inside Canada and outside Canada set of application paperwork if people couldn't transition from visitor to a work permit-holder in the caregiver pilot? Even in the guide questionnaire, it says temporary permit holders with 6 months or more that are inside are eligible to apply for the inside stream.
 
If you read the instructions, you can adjust status as long as you have maintain status till you receive the occupational-restricted open work permit and if you are working already you must work under a valid work permit. Which will take a while for the OROWP to be approved.
 
By transition, I mean adjust status from visitor to work permit holder.

You hear quite a lot to the contrary when you ask people on different platforms.
