The last part isn't quite accurate. You need to be a PR at the time you submit the interest to sponsor / apply and you must meet LICO for the last 3 years from Canadian sources. However all of those three years don't need to be as a PR. For example, you can have 2 years on a work permit in Canada and then 1 year as a PR.
I completed 2 yrs studies and got PGWP in aug2020, and got PR in sep2021 thru TR to PR. My income meets LICO since then. So will I be eligible to apply for my parents in PGP2023
