How and when can I apply PGP for my parents. Is there any min time period required after getting PR.

PGP 2023 has not been announced. Read through the IRCC PGP page. It is lottery based and you must meet LICO as PR for the last 3 years.
The last part isn't quite accurate. You need to be a PR at the time you submit the interest to sponsor / apply and you must meet LICO for the last 3 years from Canadian sources. However all of those three years don't need to be as a PR. For example, you can have 2 years on a work permit in Canada and then 1 year as a PR.
I completed 2 yrs studies and got PGWP in aug2020, and got PR in sep2021 thru TR to PR. My income meets LICO since then. So will I be eligible to apply for my parents in PGP2023
It depends on what the rules are. It's possible you may need to wait until 2024 depending on timing and if IRCC wants a 2023 NOA.
PGP 2023 is not accepting new intakes this year.
