Which province is most reasonable to immigrate to, for purpos of getting DevOps Engineer roles?

Also, if I am studying in Canada as an international student, can I do remote DevOps jobs? will the limit of work hours apply to remote jobs too?

Probably Ontario but again do some research. As a newcomer, you may not get a job in your field without Canadian experience and education.
Yes, you can do remote work. If your company has Canadian offices/clients/customers then 20 hours.
