Hi
I have two questions
- is it possible to change from visitor visa to permanent residence for all people ?
- if the person is disabled person , is there a processing for him at the level of residence or medical help (we heard quebec is the worst for disabled person)

1. No. Not unless you apply for PR (Express Entry) based on your age, education, experience, language and funds and get invited for PR. It takes months to process if invited.
2. As visitor your don’t get health care. Not sure where you got the idea about Quebec. Many Canadians don’t have a family doctor.Not sure what you mean by level of residences but care in group homes have waits of 20+ years so most people with disabilities live at home. Or you pay for it yourself. Same for physio, therapy, drugs - pay out of pocket. You don’t get free housing.

You cannot work in Canada as a visitor. You need a job offer and your employer needs to file for and pay $1k for a LMIA. The LMIA shows that no Canadian or PR could be hired, only you. Then with LMIA, you apply for a closed work permit. For the permit, you show that you are experienced to do the job. Depending on the job requirements, you may need IELTS for language and ECA for education. Most if not all jobs posted will say that you must be a citizen, PR or a person with work authorization to apply so no point in applying for those jobs.

If you are PR or on a work permit, you find a home to rent or buy. There is no difference between being disabled and able bodied as anyone can rent or buy if you have the funds. I am not clear what you mean by residence as disabled.

Who is coming to Canada as a visitor? Where are you visiting? If you are coming, you are coming to visit not live and work. I don’t know what you mean by applying for residence. Do you mean PR or housing? There is no housing for visitors. If you immigrate, you find housing like anybody else.

Since you are arriving as a visitor, have a really good plan for accomodations and job search. Most jobs are applied to online. Good luck.

Again No one asking for working as visitor ,
I asked after the person get all what you said offer and employer and LMIA (AFTER AFTER)
can the person change his status from visitor.

You apply for a closed work permit based on your LMIA and job offer. It is not so simple. Your work application is based on your qualifications, education and language skills to do the job. It may be refused after many months. Congratulations on your TRV and best of luck.

All the best to your friend. Make sure he has health insurance especially if he has a disability and lots of money to wait in Canada. He needs a return ticket too because CBSA decides how long he can stay on entry so it may only be a month.

A person can get work permit either from home country or staying and extending as visitor waiting for the permit in Canada.
A work permit is depending on that person's work experience, education and qualification. Employer can apply for LMIA (to show that no Canadian can do that special work that they need to get your friend to come to Canada to work for them). Some sepecific field of work do not need LMIA. But your friend needs to research for it.

To become a permant resident of Canada, it's beyond the work permit. What Naturgrl posted is way to find out if your friend can apply. The application can take months/years depending on the points he get. If he gets work permit to work in Canada, Canadian work experience could also help to increase the points. So it's not simple as "converting"

Anyone getting work permit and before approval for PR will need to go through medical exam. They cannot be a burden to the healthcare system. So it depends on if your friend is disable but if he is not sick and do not require special healthcare/social assistance, then he could be OK. Otherwise, if he has illness that required a lot of medical care, then it may be a problem. (so it's not about disable or not. It's about what kind of medical care he needs)

What is your actual question then?
You posted that your friend is going to Canada on a TRV and wants to look for a job. When entering Canada, CBSA will want to see a return ticket. If looking for a job and planning to stay many months then will your friend not need money to survive? Most people have travel/health insurance too because if you get sick or need to go to the hospital, you may be covered.

I understand all what u said , but if the person has all conditions , and prove that he can self
Healthcare without help (that what i search from beginning)

Well, if your friend is planning to enter as a visitor, he needs to purchase travel health insurnace so that at least emergency medical treatment would be covered. Other medical expenses would be out of his own pocket because Canadian healthcare system do not cover ANY of that for a visitor.
It's common to need a return ticket for a traveler if he entered with a visitor visa. To get even a TRV approved, he needs to show his funds. To show that he can afford a trip to be a tourist in Canada.
