Coop Permit application processing time?

Hello,

my brother applied for a coop permit last May 28, 2023... but still no update. I got mine only a few weeks after applying.

wondering if this is totally normal? processing estimated time from IRCC is 140 days but just confused since i got mine real early and my brother almost 2 months now.

Totally normal if within processing times. Some people are processed faster.
