So this person applied in March 2021 and is basically approved! How have they jumped the queue?!
this happened to a few people here as well.
RPRF was requested along with Bio and AOR in March and May, but nothing happened after that. One thing in Common is that the requests I heard of were all from Sydney, not the local office. The processing starts only after file transferred to local office.

Yes, According to PDI, RPRF, if not already paid, should be requested after application was approved. However, during this post pandemic time, and also considering that quite a lot of staffs were newly hired and lack of experience, anything can happen. Personally, I do believe this is a minor procedural misunderstanding within the CIO (central intake office) in Sydney, although I really hope for the approval of the lucky applications.

Who knows! maybe IRCC is in urgent need of more money!
Let's hope for the best! and there indeed has been lucky ones in the past.

So sorry to hear that! And so strange they made you pay the RPRF only to then refuse your application, makes no sense. Did they provide you with a reason why you were not found eligible?

If your file is still being transferred to a local visa office it means that the local visa office responsible for processing your application has not yet completed the transfer process. This indicates that the delay is on the part of the local visa office
and it can take some time for the transfer to be completed, depending on the workload of the relevant office
What is your background check status in portal?

I don't know where mine is. I tried emailing the NYC office but I just got a general reply that said they can't give info on specific applications and I'd have to fill out the webform for IRCC
