Yes you can apply online. Google - sponsor spouse Canada. That will give you the link for the fees, requirements and paperwork.

What should we do first apply for PR and when they accept the application we link it in ircc account or aplly to be sponsor first? I couldn't find how to apply to be sponsor online

You submit one application `package'. First part is the application to sponsor that your husband completes. You then submit the application to be sponsored, but they are submitted together. Follow the link to the instructions that have been provided.

If your husband is not a Canadian citizen, he must be in [and apply from within] Canada to sponsor you.

You should either do more research online or hire an immigration lawyer or consultant to help you. You can’t just depend on a forum to guide you through the process you need to do some googling and read through all the material which is will take time.
