I used to live in Canada from ages of 8 until I was 17. I left Canada I used to be a permanent resident and now I am 24 unable to continue with society where I live due to my mental illness as no one will hire me. My father suggested that he would sponsor me but I looked at the conditions and I somewhat meet the requirement. I am schizophrenic and suffer with bipolar disorder, personality disorder and anxiety. I have no way of taking care of myself because no company can hire me even though I have the credentials and job experience. I read somewhere that although I’m over 22 I have to present that I am unable to financially cover myself and was dependent on my dad before which I was when I lived in Canada. What are the chances of me being sponsored.

You are too old to be sponsored. Since you've been living outside of Canada while your father is inside of Canada and have also studied and worked, I think it would be challenging to prove that you meet the dependency criteria for someone who is over 22. I personally do not think this is the best path.

You may still be a PR. Do you know if your PR status has been revoked? If your PR status has not been officially revoked, there are other options you can try.
 
I don’t meet the residency obligation at all. I didn’t try to go back to Canada because my pr card was valid only for one year as a minor. I do believe I have a good chance under the humanitarian and compassionate grounds but that’s it really, my PRTD application can likely be proved because I am now 24.

Was there a reason you left at age 17. If for example you chose to go abroad to study that would be a personal choice to leave. When did your PR card expire? Very strange that your PR card was only valid for one year. That typically is only the case if you haven’t met your RO at a certain point. It is also very challenging to get employed in Canada if suffering from numerous mental health issues I’m afraid. Do you have a US visa?

It wasn’t my decision to leave Canada, my father took me there and left me in Ethiopia and had insisted I stay in Ethiopia because he wasn’t able to financially take care of me. I didn’t really understand my status or how my residency worked only until recently. I didn’t really choose to go abroad or study or anything at all I had to put myself through those decisions because I was sort of neglected by family and had to progress through my life. I do not have a US visa and I don’t meet the requirement for residency at all.

Had you finished high school? If so, why wasn’t working an option? You can attempt to apply for a PRTD based on H&C. If approved you will be able to return to Canada.

It is hard to say if a PRTD under H&C will work due to your age. Typically it's best if the application is submitted when someone is under 22 years old. But this is one option you can certainly try.

Another option, perhaps not doable for you, would be to fly to the US and then re-enter Canada through a land border using a private vehicle. This is more complicated since it requires a US visa and there's also a chance you may be reported at the border for failing to meet the residency obligation. But it is another option you could try if you can get a US visa.

Your only option is to apply for PRTD based on H&C. You don’t qualify to be sponsored as a PR but also because you are over 22.
 
If PRTD is revoked do i still have the right to return to Canada to appeal my case ?

No, you won't have the "right" to return to Canada since you weren't in Canada within the last year.

You can still try appealing but it would be from outside of Canada.
