Posted processing times are just estimates and often incorrect. Don’t trust estimated processing times being posted by IRCC. Look at examples of processing times people have experienced in the past few years.
Would add that you can apply for sponsorship using one year of meeting LICO and are only financially responsible for parents for 10 years so even with slightly longer processing times on average in Quebec many qualify easier in Quebec for sponsorship.
