Based on everything I have read on this Forum, She can get the Passport stamped, but cannot land until you get your eCOPR.

I feel like once they stamp her passport then only they will release my copr in canada. Though i have a open permit till next year end. I just care she gets her stamp and can travel

Sorry that is not how it works, My parents were in same boat, where PA was here with me in Canada and other was in India. I got their eCOPR done here and now submitted the passport for stamping.
