Bottom line: If it’s taking much longer than usual you can consider raising GCMS notes. In our case we feel we were stuck for almost 5 months waiting for passport request and only after raising inquiry request they suddenly realized our application is stuck.
Thanks for your sharing. for requesting GCMS on behalf of parents, should I fill specific form? ( I filled out all their application on their behalf as of my father, however, I did not do it as their representative, so they think my dad fill out his file by himself)

If you are making a request on behalf of someone else, you must include the Consent for an Access to Information and Personal Information Request (IMM 5744) form. Include this form for each individual listed on your file who is over the age of 18.
