She first needs to enter the PGP lottery (when it opens) and be selected.

To qualify as a sponsor, she must show she had enough income each of the last three years. She must include her family as well as you (her parents) in this calculation.

IRCC has not opened the program up yet for this year so we don't know exactly how the income requirements will be calculated. It is safe to assume that she will need to show enough income in 2022, 2021 and 2020 to cover at least 5 people. Since they have a new born, it's possible IRCC could ask for updated proof for 2023 to show they are making enough income to cover 6 people. It's hard to say for sure since IRCC hasn't released the rules yet for this year.

Echoing scylla's reply. Your daughter will be looking at meeting LICO for at least family size of 5 (and possibly 6 from 2023 and on).
Her spouse/common law partner can be a co-signer for the sponsorship if he/she is a PR/citizen of Canada as well and is willing to co-sign. (a 20 years commitment regardless of their relationship situation).

On top of that, she needs to enter into the lottery when it's open and be lucky.

You can consider to ask her to apply for supervisa for you and then you can visit her in longer stretches. (private medical insurnace is required for super visa but you do want to have coverage regardless if you planned to visit)
