Search on Canadian job sites. You need job offer with approved LMIA to apply for closed work permit. LMIA proves no one in Canada can do the job. If electrician then you need provincial license.
 
Please I would like to know how to get provincial license, and about LMIA. How to know these employers have LMIA already, or that's a negotiating between employee and employer. Thanks so much.

The employer obtains the LMIA (not the employee).

About "the provincial trade department for licensing requirements", I read from cic.gc.ca (get a certificate of qualification from a provincial, territorial or federal body...) that province assesses your training, trade experience and skills, then decides if you are eligible to write an exam to be certified.
Does that mean that I can apply for pilots/programs without license (as Red Seal) as long as they assess my working experiences?
Plz correct me

What pilot programs? If you mean, PNPs then you can apply if you meet eligibility requirements. Each province is different. You would need IELTS and ECAs too. Red Seal certification may take years. You need to be licensed in that trade to receive PR. You need to read provincial guidelines and find out the process for licensing.
