Study permit extension - refused

Hi All, messaging on behalf of my partner.
we need advise on next steps

She applied for her student permit extension last year and and on May 18th 2023 she received an email asking for an official LOA.
She previously submitted an LOA provided by the university but it was missing expected end date/graduation date. We re-uploaded the correct LOA.
Today May 25th she received a refusal letter stating that she did not submit the requested LOA document and that she has to apply to restore status within 90 days.

Is there anyway we can appeal the ircc decision? the LOA was submitted the same day it was requested and shows up on the website.
does she need to start a new application for extension?

She has a month left of school and is on track to graduate in October 2023. its crazy to lose 4 years studies so close to the end.

She can submit a webform and request reconsideration. She should indicate that she did upload the requested / corrected LOA.

Hopefully she didn't just upload but also submitted. I believe people sometimes upload but don't actually click the final submit button.

thank you, we are going to try and submit a webform tonight and try calling ircc in the morning.

She was given till the 24th of may 2023 to upload the LOA.
I asked her and she said that she uploaded and submitted.
