Super Visa 1 passport submission

My mom’s home country is India and she is planning to visit USA for 6 months. Can we apply super visa while she is in US and submit passport in USA if asked for? Or does she have to be in home country INDIA only until she gets the approval.

Yes she can apply from the US.
