Would this affect both inland and outland applications? Or inland only?

If I am reading this link right, visa application centres outside Canada are not affected by the strikes, therefore outland applications should not affected?

You are reading that wrong. The VACs only handle the logsitics of passports and visas and biometrics, not any of what is done with them. If no-one is working in an embassy/consulate to approve visas and print them, it won't get done.

I'm simplifying a bit as some staff in embassies/consulates will keep working (local staff and some management, some addl positions) but very few, and they will likely be working exclusively on high priority/urgent/emergency things that cannot wait. Those would not likely include many immigration proper files. More likely it will be things like program managers doing the grunt work of 10 people for emergency files.
