Given this is being announcement at a gathering of business leaders this is likely about targeted immigration for to meet specific labour needs. Asylum claimants typically do not qualify for these programs. No point posting future announcements without details or whether it has anything to do with refugees.

Previously there was a special PR pathway for refugees who were working as health-care workers. This was a targeted immigration program to meet specific labour needs. Could happen again.

Announced:

The Canadian government is expanding the EMPP by establishing a new federal route.

This summer will see the launch of the new pathway, which will supplement current EMPP pathways.

The new federal pathway will allow companies additional chances to fill a variety of in-demand positions, including those for teachers, tourist and hospitality employees, truck and delivery service drivers, software engineers, web designers, mechanical and electrical engineers, and long-term care aides.

The EMPP offers EMPP candidates the chance to resume their professions and their lives in safety with their families here in Canada while giving companies another way to meet their labour market demands.

That makes it sound like a refugee stream.

Sorry - just realized it's through EMPP. So then it's definitely a refugee pathway. EMPP is specifically for refugees.

To clarify for others you must qualify for economic pathways. This program just helps try to match up refugees with economic immigration while many refugees probably hadn’t considered looking at economic pathways to immigrate before and were focused on asylum programs. You can’t apply if you are a refugee claimant in Canada.

The healthcare pathway was extremely unique and purely due to sacrifices during Covid. Don’t think there will ever be a program the allows asylum claimants in Canada to become economic immigrants because that would put into question the asylum system. That would also encourage people to claim asylum without grounds with the hopes that there would be other similar programs.

The new program is essentially an economic immigration program. The Canadian government is looking at a pool of applicants (refugees) who are usually not a target for economic immigration programs and may be an untapped resource for skills needed in Canada.
