they could have done something in the background, but did not update the status, but this conundrum is just insane. I also suspected that since we are moved to a new office, our files could be pushed to the end of the new office's stack and that's stupidseriously, eligibility still not started

It's hard to be patient. I'm in a maintained status with no right to provincial health insurance, expired SIN number, etc. So basically my life is stuck until they decide to process my PR or the BOWP.
I think you can get up to 6 month extension on government documents such as OHIP, DL etc. by providing/showing your Work Permit Extension Filing Acknowledgement receipt at any Service Canada location.Hope you will get through this very soon.
As i am also in the similar situation having expired work permit so life is really difficult until I will get the decision of my PR or BOWP.
