If so, when did you say you expected to return? You need to be back in Canada to complete the portal process (to upload your digital photo & provide your Canadian address for them to mail your PR card). If they have sent you your portal password/credentials, ahead of when you advised them that you would be back, reply to them that you are not back yet and confirm when you will be back in Canada. Then when you're actually back in Canada, let them know so that the portal process can resume.

The general process is that you are supposed to notify IRCC about changes in contact information (phone, email, address) and name changes, marital status, births & deaths by webform. Provide a letter of explanation about the marriage and the appropriate Marriage Certificate (or other appropriate docs) and a certified English translation, if needed. It takes awhile for webforms to be processed so I would also consider replying to the PR email address with the same information and a request for guidance or next steps.

Given that you have already started the final PR steps and can reply to that email, I suggest letting them know that way but I am not an expert on notifying IRCC of a marriage right in the middle of the final PR processing. You are required to let them know but recognize that it could delay your PR completion to add a spouse at the last minute. Or you may have to apply after you get PR to Sponsor your new spouse.

ANYONE OUT THERE ADD A SPOUSE AT THE PR PORTAL STEP???

I would like to make a payment for the "Right of permanent resident fee (RRPF)". Do I need to make a payment for all four members (including myself) or is it included in the payment made at the time of application, and no new payment is required now? Please advise. You need to review the fees you submitted with your application. I included the RPRF fee upfront with the application fees but it was not required -- it was an option. I paid $1,050 in full, so if your fee receipt is the same, you've already paid the the RPRF. If you only paid $550 with your application then you still owe the RPRF fee. The RPRF fee was $500 back in 2021 but as of Feb 2023 it is now $515.

Update: If you had not yet provided Biometrics or they had expired, you should have also paid the $85 Biometrics fee, bringing the total to $1135. I only needed to pay $1050 because my Biometrics were still valid.

Any recent approval from whitehorse?
I'm not sure I have ever seen an 'PR approval' directly from Whitehorse, rather the process seems to be to hand them off (transfer) them to a 'landing' office. For example, my file was first received in the centralized intake office in Sydney, Nova Scotia, then transferred to Whitehorse for more processing, then transferred to Calgary for final PR steps or 'landing'.

When you responded to the first PR email about whether or not you were inside or outside of Canada, what did you say, or have you not actually replied to it yet? Even if you have replied, you could send another reply, explaining that you were unsure how to proceed on the first reply, but now upon further reflection, you think that you should have replied for your new spouse as well.

In either case, I would answer the questions honestly for yourself and then answer them again for your new spouse. Add an explanation that you were recently married, insert/attach a copy of your Marriage Certificate, and ask for their advice on what your next steps should be at this late stage of the PR process. Best wishes!

I just looked at your timeline in an earlier post. I suspect you are very close to receiving PR. Most people's Criminality will have at least started last year (which you will only know from GCMS notes), and it can be complete or processing for many months but that doesn't mean much as it never shows in your account. My Criminality started last June and was supposedly 'processing' right up until the day before I received PR on Jan 24 (I had called IRCC on Jan 23 and my Criminality was still in progress), and the overall Background Check in my account (which Criminality is a part of) did not show as passed until the day I received my actual ECOPR (Feb 13). It is not always the last step but it seems that it's one of the steps that doesn't get triggered until they are ready to finalize PR. These are my observations from this forum and my experience only. Best wishes!

Yes, you do seem like you're close to getting your PR Confirmation email. Criminality is usually the last stage to pass after everything else is done. Keep an eye out for a ghost update, possibly stating that you passed your medicals.

This was the case with my application as well. CIO in Sydney, Nova Scotia. Processing in Whitehorse and Confirmation Email and ECoPR from Calgary. Division of labor, I suppose?
