Can i get some money from my family, get a bank statement issued for PoF and then after some time just transfer the money back to them? Or does the Canadian government check with the banks?

Most banks here in CA provide you with Bank Balance certificate which states you own X amount in their bank account.
The only bank that I'm aware who doesn't do this is CIBC. The provide with bank statement letter which shows that you borrowed money from other people.
As for IRCC checking the amount with the bank, I'm not too sure.
I have known some few friends who borrowed money and got a bank balance certificate. And got their respective applications approved.

Do you mean for Express Entry? If so, you need to leave the funds in your bank account since IRCC can request new evidence to prove you still have the funds.
