Can I expedite my husband's tourist visa? Medical issue with our son...

Good afternoon;
I do not live in Canada. I live in New York State, close to the border. I have a son with a lot of medical diagnoses. We both are US citizens (Not Canadians) and my son will have a medical procedure in February 2023 to determine if he is a good candidate for brain surgery. He had 2 brain surgeries in the past. We lived in Peru and moved to the U.S. during the pandemic because my son's life was at risk. I filed a petition for my husband (the father of my son) to come to the U.S. and the case is being reviewed. For this reason and because the U.S. Embassy in Peru is scheduling interviews for 2025 (for tourist visas) we planned a trip to Niagara falls before the procedure.
My husband needs a tourist visa to enter Canada, and I helped him file the application online.
Date of filing: 1/6/23
Biometrics were taken on 1/11/23
Now the processing time changed to 130 days. And I wonder if there is a way we can have it expedited because he hasn't seen our son since 2020 and the procedure has risks. We will have seizures after being off of medications and his type of seizures are very hard to stop.
I uploaded the letter from the hospital that says he will be hospitalized for about a week, A letter with his diagnosis, and the US immigration letter with the case to prove that he is not able to get a tourist visa to the U.S. because there is an immigration process open.

Can anyone give me ideas on how to expedite it?
He bought the ticket because I thought it was a requirement to apply and I would like to try to cancel it if he is not going to be able to get the visa on time.

Unfortunately there's no way to expedite the TRV.

Just to add, I assume you're aware that there is an expedite request process for US spousal sponsorship applications. I don't know if your situation would qualify but worth exploring if you haven't done so already. Wishing your son all the best.

It's pretty normal to get biometrics relatively quickly after applying. Then there's generally a long wait for the final decision.

Having said that, really impossible for any of us to say what you can expect. The posted processing time is the estimate based on the number of applications currently in the queue. Shorter (or longer) processing times are always possible. You may very well get lucky.

One other thought.. If you get lucky and the application is processed in time for your husband's trip, please make sure you take out comprehensive travel insurance for your son that includes coverage for pre-existing conditions. Given his situation, you don't want to be in Canada without coverage. If he were to need emergency care for any reason while here, that will get extremely expensive very fast. Good luck again and I hope his health improves.

One other thought.. If you get lucky and the application is processed in time for your husband's trip, please make sure you take out comprehensive travel insurance for your son that includes coverage for pre-existing conditions. Given your son’s medical issues he may not be able to enter Canada if there are concerns that he could need medical care while in Canada. This is really a need for a US visa for compassionate entry. Given that you are not Canadians and not living in Canada your situation will be viewed very differently than if you were a Canadian citizen with a Canadian son who was in fragile health. The fact that you are US citizens and your spouse is applying for entry into Canada could raise concerns that your spouse is trying to come to the US via Canada. I wish you the best of luck but I would really suggest contacting your local US state representative to see if they could help you with a visa for compassionate purposes.
