My wife is Ukrainian and I am a US citizen.

She has a US permanent residency card.

He hometown is bombarded and she wants to bring her family to Canada.

Can she go to Canada on visit and apply for some kind of visa ?

Why is she not applying to bring her family to the US to live with you? That would make a lot more sense and would also be a better option. Without relatives in Canada where will they live? Who will be supporting them?

OP indicates his wife is a green card holder. Green card holders cannot sponsor parents or siblings.

Believe you can be a green card holder for your Ukrainian family member to join you on TPS. I have a family member on a work visa who has their Ukrainian cousins living with them on TPS.

You have to be living in the US for TPS. Not practical for someone who is outside of Canada and needs a visa to come to the US.

Is this family not living in the US? There was no mention that the family doesn’t live in the US just that extended family lives in Ukraine.

I think fairly safe to assume the family is in Ukraine given the first post.

Anyway, the question the OP asked was about bringing the family to Canada. The CUAET visa is a perfectly viable option and will grant the family members a three year open work permit. No reason they can't pursue that.
