Hi! I am a PR and want to bring my parents to Canada. Is it better to apply just to sponsor 1 person i.e my mother and since she is married to my father , they would come as a couple ? Or do I have to apply to sponsor 2 persons since the beginning?

To qualify to sponsor, you must have enough income to meet the low income requirements for both of your parents. Both of your parents must also take and pass the medical and all background security checks even if you are only sponsoring one. So it makes much more sense to sponsor both parents (not just one).

Note that you will have to wait for the sponsorship lottery to reopen and then wait to be selected before you can actually apply.
 
Thanks for the reply. Sorry but why does it make more sense to sponsor both? I understand they both would have to do the backgrounds check etc if they come here but wouldn’t it make more sense to sponsor 1? Since even if applying to sponsor 1, both will come at the end?
Not sure I understand what is the difference.

IRCC will want to know both parents, regardless of if they are accompanying or not. They will assume that the intent over time will be that both may wish to immigrate to Canada. Due to this, they will process the background check, medicals, etc for both parents.

If you only sponsor one, it will cost more in fees and many of the steps will need to be done twice like medical and background checks. It will take two separate applications, take longer, cost more money, etc. Basically you'll make the process a lot longer and more expensive for yourself if you only sponsor one parent.
 
These are the 2 cases:
1) sponsor mother only. Your income requirement need to include yourself, your immidate family and both of your parents.
Father and mother both need to do Biometric. Both father and mother need to do medical exam and pay for both exams and it will only be valid for 1 year. Need to apply for both police certificates (and pay). Need to wait for background check for both. If everything is good, mother get PR.
In the future, she can sponsor father to become PR but medical, police and background checks will all need to be redone.

2) sponsor both parents. Your income requirement need to include yourself, your immidate family and both of your parents. (same as 1)
All the exams and checks are the same as 1. If everything is good, both parents get PR.
