WES Educational Credential Assesment

Hello, I would like to ask a question about ECA.
I have done a Master's from a university on the approved list of WES but my Bachelor's was from a university that was not on that list of WES.
So, for the ECA I need to send my only Master's degree or transcript, or do I need to send my bachelor's degree and transcript along with it or go with another Documents Evaluation Institute rather than WES?

Technically its only the highest always but if they need one they will request it.
