Questions about physical Passport copies for citizenship

Hi all I am applying citizenship on paper for my family with a minor.
My wife has two passports in the past five years, and to make copies of passport she has a total of about 100 pages in the two passports.
my questions are:
1. Should we make copy of actual ALL pages including those empty ones? (I know from the checklist that it is very likely to be the case but just wanna confirm here)
2. can we put four pages in one copy to save some paper/money? I mean like two passport pages on top of the A4 paper, and another two pages at the bottom. Has anyone done this before and it went through successfully? Is there a format of the physical passport copies?
