so the rule applies as per the below ,when you apply you have to be residing in Canada and residing in Canada means not physically present by actually residing .this clears the first part of my question .
There is no requirement that you (the sponsor) or your co-signer (if applicable) have been a permanent resident, Canadian citizen or Status Indian for the 3 years immediately preceding your application to sponsor in order to be eligible to sponsor your parents and grandparents; however, you must be a Canadian citizen, permanent resident or Status Indian living in Canada when you submit the application.

so you have to be a resident of Canada when you apply and you have to be a resident of Canada when they become residents .
being a resident in canada ( what is the definition of being a resident of Canada as per IRCC Law )

meaning if you live outside Canada during the period of the processing ( after you apply )it wont be an issue as long as your income is documented with CRA,and as long as you prove that you are going to reside in the country ... the law in this case is clear .
( for sure you need a proof and a valid reason ,here im only talking about the rule related to this matter )

So the case officer from our MP's office gave IRCC a call. There is currently a backlog with virtual landing. So if you guys can send in passports to VFS, by all means do that instead.

Passports should not be sent out of any country through courier to VFS.

Yeah more like for those who are contemplating to land in Canada with Super Visa or Visitor Visa and request a virtual landing. In our original country, passports can only be submitted in person to VFS.

We finally got medical request yesterday.

Application submitted- Oct 17, 2021 (Parents and 2 dependants)
Request for IMM5406- Dec14, 2021
Ghost email March 4, 2022
Biometrics letter for dependants (2)- April 4, 2022 (Parents have biometrics on file)
Linking to IRCC portal- April 4, 2022
Sponsorship approval letter via email- April 6 2022, Application forwarded to Montreal Immigration for further processing
Medical request- Sept 28, 2022

Just thought I should provide an update. Additional medical requested for one of the parents. She had TB 22 years ago that is reflected in the Xray. IRCC just sent a note requesting additional test. The panel physician already preempted that and asked for Sputum test. This may take up to 10 weeks to get the result. Please has anyone had a similar experience?

When i applied for Super visa for my mom we had to get this test again because she had TB , It was not a big issue , the only condition was after she land we had to book appointment here with specialist to prove that her TB is gone and virus is not active any more so she had to get a TB test done here after she land on super visa .

Thanks for your updates. We just got couple of days before. Please let me know whenever you get it. As I saw, most of the people get PPR at the same time of pre-approval letter!!!

May I ask when did they do their medical and submitted PCC?

Sure you might be able to get away with it, but it is super super super risky and IRCC might not believe whatever proof you have that you will reside in Canada later.

I disagree with you that the "law is clear". It clearly states:

Your primary residential address must be in Canada when you submit your application and until we make a decision on your application.

The OP who asked the question asked if it would have an effect on their application - and there might be a huge effect if IRCC knows that you have changed your primary residence to another country.

None of us here are immigration lawyers and I'm sure every sponsor wants their application to go smoothly and not have to launch a legal fight against IRCC down the line. We are all very fortunate to have been picked in the lottery, there are people who have waited a decade for that same chance.

its fine to disagree ,we are discussing not arguing ,no one is pushing people nor anyone should be doing it ,simply sharing ideas its called a forum ,and for sure the immigration consultants are the expert one ,and i was reading the law as per the site ,different point of view thats what it,residency is not a prison

back then process time of super visa was very quick , i think i got every think done in like 2.5 month

I would update the address right away. It has been > 2 months here since we received the PPR and requested the virtual landing via webform, but all is silent.

i did send them a webform to update their address but just yesterday i received an email from IRCC that they cannot update their address as i am missing information...i provided them complete address and date they moved here and reason as well...so today i sent them another webform...i hope they update it this time
