Sorry to bother you again, but my father has decided to go with the paper based application, as paper based is being processed faster than the online applications, my question is that, should he send his passport along with the visa application in the mail, or should he wait for the confirmation of the visa approval and then send the passport separately after the visa office ask for it?

He should follow the instructions of the paperbased process and only submit what is asked for as part of the application.

I have read the instructions, but could not find information whether to include passport or not. BTW, thanks for the info.
