What time do we usually get an announcement from IRCC for the draws?

Typically it's timed to be exactly 17.834 minutes after you get tired of obsessively refreshing the rounds of invitation webpage. So the sooner you get frustrated and turn off your computer, the sooner the draw will happen.

I don't think they will go on until 4,000. Most likely 2750 or 3000.

Usually you would receive an email right away. Sometimes takes around 24 hours. Give or take.
