Master's Visa Rejected

Dear Friends,
I had applied for student visa - Master's Program to Canada from Kuwait.
I'm an Indian working on a work visa (article 18 - private sector), since last 5 years in Kuwait.
I was rejected due to the following:
I am not satisfied that you will leave Canada at the end of your stay as required by
paragraph R216(1)(b) of the IRPR. I am refusing your application because you have not established that you will
leave Canada, based on the following factors:
You do not have significant family ties outside Canada.
• The purpose of your visit to Canada is not consistent with a temporary stay given the
details you have provided in your application.
• Your immigration status outside your country of nationality or habitual residence.

I showed the following:
my husband will be working in Kuwait and will fund my education (sponsor)
my father-in-law's house ( which my husband will inherit from his father is in India- property documents) and
my Kuwait work visa (valid till May 23, renewable every year).
Your advise is appreciated and will be glad to receive a feedback to know where I'm going wrong and what to do next

1. Did you show how taking a masters will benefit your career in your home country to justify the costs?
2. Not living in India and applying from Kuwait does not show strong ties to India. You need to show career progression and opportunities in India.
3. Is it a public DLI?
4. Father-in-law’s house is not relevant and doesn’t show ties to India. it is not your house.

It's generally much more difficult to be approved for a study permit from a country where you only have temporary residency.

You haven't said what school you've selected. I would recommend that you pick a top school.

Your father in law's property has no value to IRCC and is not regarded as a tie (it doesn't matter that it's in the will). Do not include this if if you reapply. IRCC only regards properties that you actually own as ties.

what is your education and work history as well as the type of masters degree and name of the school? your FIL’s house that you will inherit when he dies is not considered a strong tie for you. If you had already inherited the home that would be different.

Are you currently working? How long has it been since you have worked if you aren’t currently working? What degrees do you already have?

This is where the "purpose of visit" lies. You have MBA in HR and you applied to study same level of education in same field MBHR....Why?

You have an MBA in HR and then doing a Masters in HR does not show academic progression. You need to show how this master is different from your previous masters and justify the choice. Once you have justified this, I think it will be prudent to apply from India. A work permit is only valid until you are working in a country, which is not a solid tie.

Yes, I explained my study plan and the difference in study program, besides it is a different program and with regards to the work permit I did mention returning to India and not Kuwait. However, I do think its better to apply from India. Thank you
