Outland Spousal Work Permit

Hi is it true that you can apply for a work permit while your spouse's outland application is at the pre-arrival stage?
Has anyone applied for such a work permit? Any idea on processing times?

No - you can't.

You only qualify for an open work permit if you apply inland.
