I applied for SOWP for my wife on January 2022, except for the biometrics there is no update or any progress on the application. I want to know if I can apply for a visitor visa for my wife while the SOWP is still in process. Thank you in advance.

Yes. She will need to show travel history, funds, ties to home country (property, family, investments and job letter giving her leave from work) and reason to travel.
