ok congrats then when you apple for pr application
may be they update that you application is complete
not application card permanent residency card

Your application for permanent residence has been approved. The final step in processing your application is to confirm your permanent residence and create your permanent resident card. You’ll complete this process through the Permanent Resident Portal (PR Confirmation).
In the portal, you’ll confirm that you and your dependants are in Canada, provide your Canadian address and submit your photo to create your permanent resident card.
You need to access the portal yourself. Your representative cannot access the portal on your behalf.
If you are a representative and receiving this message on behalf of a client, you must forward the message to your client.””

Congratulations
Can you confirm when did you apply for your Permanent Residency? I mean when did you submit your application? You were a protected person or general applicant. Thank you

How to call IRCC to contact the agent? As soon as you call (Call the IRCC Call Centre (1-888-242-2100), from within Canada only, Monday to Friday, 8am to 4pm local time, except for statutory holidays) this no its automatically goes to voice ID & ask your information & let you know the status of your application. How ever once you try to contact the agent phone auto disconnect.
Can any one help how to talk to agent?
Same is the case with me. I submitted my PR application 5 months ago and still no response. I haven't received my AOR yet :(

Can someone please help how to contact IRCC ?

Call on this no 1-888-242-2100, wait them to ask for UCI number, press 1, then give UCI number and press#, after that press 1 and then press 2 or 3. When the recording starts press 0 your call will be connected. If the call is not connected due to long wait keep repeating this and eventually it will work. Normally I call around 10-15 times and it connects.
All the best

Urgent help please especially for those who have dependents overseas :

My understanding is that the in-canada principle applicant becomes PR before their dependents overseas. Is this a valid assumption?

I'm asking this because my application was approved and got invited for the portal and did the in-Canada declaration and uploaded my photo but also there was an error from IRCC regarding a dependent overseas which I communicated to them. Now because of that dependent, my application went back from decision made to in process and according to IRCC, they won't finalize my application until all medical, background checks, and other things completed for my overseas dependents. Is this really the correct process? My application was submitted in Oct 2019 and it took two years and I expect this dependent delay to add another year or so.
What was the error regarding your dependents? Did you received an ecopr with incorrect information?
