If your case has been reached to DM which means that your application has been approved, in that case why again the background check concept will come into picture? Once an application has been approved and status showing "Completed" then again why IRCC will check your back ground? I am not getting this point.

It comes from CIC-Mississauga-citizenship.....
The Oath invite usually comes 7-10 days prior to the date. There certainly have been exceptions to this. Plenty of examples quoted across the forum.
Each of these will show 'Completed' before the Oath. If you are a paper applicant, you can actually see DM on the old system, but online applicants don't have that option.

Can you share the exact email id from which you received oath invite?

Nice, I had my oath on 4/9 and application was closed on 4/11 but still haven't received the certificate. Hopefully soon!!

It’s been 5 months since passing the test and ecas still in processing. On tracker everything was marked completed in July 2021. Emailed IRCC and contacted MP to no avail. Is there anything else that I can do?

CPC Sydney provided text in GCMS notes - File to be referred to DN for level 2 review - Knowledge assessment completed outside of Canada.

Then it was transferred to Mississauga office. I hope just because I got acknowledgement from officer that I can write my citizenship test outside Canada. They don't treat my file as non -routine and further delay the whole process

I can't understand what stops them from proceeding to the next stage after the last stage is completed

Exactly, it is like everything is complete according to their own system but they have left the file to eat dust. It is going to be 2 years in June since filing application

No, I called CIC agent today was of no help. Did not mention my file is non-routine so I am hoping it is not the reason later on.
