Years of study

My wife did 6 years primary school then proceed to middle for another 3 years ( This is chinese Education system)That makes 9 years. She then undertook a herbal medicine course which took 2 years to get a certificate.Total years 11...My question is if she had taken say a year at Kindergarten level would that be accounted for thus making it 12 YEARS of study life? Any light on this?

For practical purposes as long as she obtained a high school diploma/certificate she can claim 12 years. It is assumed that the high school diploma is an indication that you completed 12 years. This is because all the school years leading up to the final year are supposed to prepare you
for the high school diploma/certificate. However this is only if the assumption is also valid for most other students. If most of the other students in your country have proof of their beginning/middle school years then you would be expected to prove the same.
