Written Explanation for English Language Proficiency

Hello Guys,

I have been living, studying, and working in the US for the last 10 years. I have two master degrees from the US, one of them from a TOP business school. Instead of taking IELTS, I plan to submit a written explanation to support my HIGH proficiency level in English. It is not clear whether I need to submit this explanation to the CIO. The document checklist for the CIO application does not indicate that it should be included.

What should I do? Should I go ahead and include it anyway for my CIO application?

U don't need to send it at the time of Initial Application,but u needed when u submit ur Complete Documents to the local Embassy
