Work Permit (SOWP) for Quebec Study Permit Holder

Hi All, a student who is studying in Quebec wants to apply for his wife's Open work permit. Does the wife apply for SOWP with the federal government just like any other applicant or do they need any kind of certification like a CAQ etc from Quebec first. What's the procedure, please guide if anyone is aware.

I think she can apply for open work permit from outside of the country or inside if she is already here based on your study permit.
