work permit renew inside canada without lmo or pr file number

HI ALL,
One of my friend apply online wp renewal with job experience letter and one good explanation letter and he get his wp renewed for one year with out any Lmo or PR file number. He is working in noc d that's very surprising new now CIC give you wp on ur luck my suggestion for those people who's wp going to expire just apply for renewal with out any lLmo may be CIC approve .

i wud like to know what explanation letter he has written, i have closed work permit and got laid off i got pr application number processing in new delhi under pnp. i got provincial nomination from alberta without job offer. I was also trying to get open work permit as i have 9 more months for my current work permit to expire.
