Will you be rejected if your PCC contains a crime that isn't illegal in Canada?

This isn't a real life scenario for me but I was just wondering about it last night.

For instance Canada is apparently going to legalise marijuana next year, which I think is a brilliant idea even though I'm not a user. The science is conclusive on the fact that marijuana isn't dangerous for your health and isn't a gateway drug.

I digress..

But I was wondering what if you were convicted of smoking marijuana in your home country and then when you submit your PCC it isn't clean. Would Canada look at the crime committed and measure it against their criminal code or would it be an instant decline?

Say for instance you were sent to jail because you were blasphemous against whatever god your home country believed in, Canada has no laws against that (afaik) so would that be acceptable to them?

Like I said, doesn't apply to me but just an interesting thought
