What's happening with inland WP processing times?

Seriously,

Since January the processing times went steadily up from 36 days, tripling to an insane 106 days, or 3.5 months. And they will increase tomorrow again. And then next week, and then after that, etc.

In the last ~50 days the processing times increased by 30 days, meaning they only processed 20 days worth of applications.

Meanwhile they constantly boast how they process express entry super fast. Actually, faster than they do work permits now.

Will this madness ever end?

I though they wouldn't breach 90 days processing times, because this screws up a lot of applicants (e.g. if you've just finished your studies, you can't extend your spouse's OWP because you won't get PGWP before their old SOWP expires). But CIC obviously doesn't care.

Not to mention that if they deny your application for some BS reason like you didn't pay the extra $100 fee that their system didn't allow you to pay, you will now be out of status for months, uninsured, unable to work, wondering if CBSA will come knocking on your door after 90 days.

Does anyone has any insight into why this is happening?
