!!!URGENT!! help required for Spousal "Open" work Permit

Dear Experts,

I have a "closed" work permit for Canada and my wife has a TRV.

Now, I wanted to apply for an "open" work permit for my wife.

I meet all the criteria for applying the spousal "open" work permit.

I wanted to know which is the best and safest way (minimum rejection and fastest turn around time):

1) I apply for spousal "open" work permit from India (My current location)

2) I apply for spousal "open" work permit at the port of entry.

3) I apply for spousal "open" work permit after I reach Canada.

What are the timelines, criteria and risks in all the 3 alternatives.

Appreciate an elaborate and swift answer and we need to leave for Canada as early as 26th January.

Hi All

I am currently studying at Thompson Rivers University in BC. My husband has open work permit till 31st Dec 2014. Just wan to ask if my spouse need to leave Canada every 6 months and come back? Any help in this regard is helpful.
