Undergrad admission (CS) for 2017 year

Hello,

My brother gave 12th in 2017 under CBSE board, science subject and got 60%. We are looking for universities in Canada for Computer Science for fall 2017 admission regardless of any province. He is yet to give IELTS. Please provide the best options and further steps.
