Time out of Canada counts toward PR quota as long as married to Canadian citizen

Can this be true? If my Chinese wife and I spend lots of time out of Canada, she can still satisfy her PR obligations (2 years out of 5 "in Canada") becaue any offhsore time counts if she is with me, a citizen?

Seems too flexible to be true.
